This Cross is conferred to officers, non-commissioned ranks or equivalent civilian personnel.Aviation Merit Crosses are intended to individually reward and distinguish members of the Armed Forces and the Civil Guard Corps, for the performance of actions and deeds or the provision of services of outstanding merit or importance, as well as civilian personnel for their meritorious activities related to National Defense. These actions and events must be related to the Air Force for its concession. For officers, non-commissioned officers and troops and civilian personnel who do not have enough rank to obtain the Grand Cross.
