Waters, former WWI sergeant, led a legion of 43,000 remonstrators to Washington D.C. to demand early repayment of their service certificates in 1932. This group, named the Bonus Expeditionary Force, were cleared from their campsites by Army Chief of Staff, General Douglas MacArthur, with orders from President Herbert Hoover. The veterans did not receive their early payment until 1936, when Congress overrode a veto from President Roosevelt.
